There are three goddesses in the Tenchi Universe. They are three sisters: Tokimi, Tsunami, and Washu. Tokimi only appears in the latter half of the OAV. She in the only goddess on the conclave. Whenever she is shown you can see the silhouettes of Washu and Tsunami behind her. She expresses an interest in Tenchi after he uses his Lighthawk Wings to save Ayeka and Mihoshi from Dr. Clay's ship.
Tokimi seems to have the power to manipulate mortals' minds. She does this to Dr. Clay, who fails to fulfill her mission to capture Washu. Tokimi appears in Sasami's dreams and takes him away from her. She also has achancellor who appears to aid her in diplomatic issues and carry out menial tasks.
